Genies have long names that represent their history and accreditation; they don't really use titles. He goes by the name "Kimzhan" to mortals and other lesser beings. Also, having a 54-syllable name makes it tough for True Name shenanigans, just on principle.
As can be expected, little of Kimzhan's personal history is public knowledge. His prominence and recent rise to power is due in part to the success of the Red Mantis Assassins (a seafaring pirate / assassin themed organization; I plan to read more into their actual stuff, but in the setting I plan to keep them small enough so as to function within the scope of their location. Plus, they're very hidden, and thus can be as large or as limited as I'd like in western waters, potentially capitalizing on ocean-bound trade / warfare in the human areas (I haven't cleared this yet, but it makes sense to me).
Notable allies will include the Brass Embassy, as well as others that have connections with the Plane of Fire. He functions somewhat as the visible head of a large-scale organized crime ring, where the many layers beneath are well obscured. He uses his council position to protect his status and propagate his ends. His actual ambitions are occasionally praised, as he tends to use his unique skills to kill or otherwise dispose of individuals that mundane assassins may not be able to access -- he's a Genie who has, along with SLAs and spells, the power to grant Wishes, after all. What better way to befriend / manipulate / destroy than through the very desires of your target? His greatest love is proving to his enemies that they are inferior, illogical and doomed to failure through the fulfillment of their wishes.
Reveling in this cruel pastime is the closest (and very likely only) Chaotic streak in the personality. I plan to make him very visible (when he isn't busy) and reasonably approachable. He wants people to come to him and ask him for favours, as any leader / loanshark would. Clearly, he's going to be protected from mental control to avoid Wish abuse; wishes will only be granted that indirectly help/hinder PCs in a level-appropriate and temporary fashion.
So: His missions will usually revolve around killing targets or destabilizing power centers, but he is frequently used as a middleman for other departments -- I've spoken with Nygil about Kimzhan having a regular tie-through for Brass Embassy missions. I'll be tracking Kimzhan's resources, and using them to accomplish my own campaign-related ends (probably as suggested by PCs in exchange for favours of some kind). This may or may not include murders, depositions and keeping himself on the Council. As he operates mostly in secret, I suspect that he won't have as much PC support as other council members; if this is the case, we can work out some way for him to use resources to remain relevant.
If all goes well, I'd like to see Kimzhan survive the term and still be kicking come Term 2. He's immortal, after all, and totally killable by a party at level 13-15.
