Well since I'm going with a high int rogue (at least for the first 4 lvls) I'm going to have a lot of skill points.
Probably max out sense motive, gather info(cop, got to have it), knowledge local, hide, move silently, slight of hand
High ranks in knowledge nobility, tumble, climb, balance
Some in jump, swim, disable device (could put more if you like)

I just cheated and checked the location of your picture but I had already suspected discwolrd and specifically the Thud! guy as what it was "heavily based on" as soon as I saw "city watch"

How I plan to deal with attackers: Knock them out, tie them up, stick them in a tree.
Roughly how much rope do I need per person to tie them up, it will have to be individually because I don't have the heavy load for more than one person at a time while climbing?
side note, I expect my wagon to have 3000 lb of leftover capacity after what I'm putting on it so feel free to buy more stuff than you can carry at a time.

I'm going to be big on taking enemies alive too, and hopefully dragging them to the nearest prison too. I figure I'll use my extra gold on healing potions so not much weight there. Maybe we could put prisoners on the wagon!

We've got 15x10 and 2 tons capacity to work with, It's more made for hauling then for people but if we have motive to keep them with us then it should be manageable. Turn the sword into a stick (no slashing weapons except arrows, sometimes a greatsword when breaking stuff as a distraction), make the bow non-composite and stick pockets along the shirt opposite the quiver strap, over top of it, and you pretty much have my standard outfit...I realize I changed pretty much everything but the "Eberron Campaign Setting Guy" is the closest I've found so far. -20 Arrows 3lb -1 5 pocket Bandolier 1lb -1 Boots, Standard 1lb -1 Gloves, Leather, Fingerless 0lb -1 Grappling Hook+50ft knotted (60ft regular) Silk Rope 10lb -1 Minimal Fishing stuff .5lb -1 Longstaff 1d6/1d6, +1 to fishing 6lb -1 Map .5lb -2 Pads, Knee and Elbow 1lb -60ft Rope, Hempen 12lb -1 Shortbow 1d6 *3 60ft 2lb -1 Sap 1d6NL 2lb -1 MW Studded Leather Armour(Possibly refluffed to leather scale) +3AC +5MDB 20 lb -Silver 2lb (10gp) -1 Waterskin 0-4lb

If it makes you feel any better, I can't find a single decent image of a halfling longbowman.One. This is likely about as close as I'm going to get. Fortunately, It's about dead on, appearance-wise.

Blend the two of those and you roughly have it, for the most part.
(Yes, it was a shortbow. I settled. My google-fu is weak.)
Companion is a normal medium sized eagle, though. (Still big enough to him to be a mount.)
(If you can find a picture of a halfling mounted archer, on an eagle, that'd be fantastic. I've had no luck.)

I've always thought that requirement was silly. You can be a 20th level expert with 23 Int, 23 ranks in Craft (Alchemy), 23 ranks in Knowledge (Engineering), 23 ranks in Knowledge (Nature), and so on... and be completely unable to synthesize nitric or sulphuric acid. I can do that with the stuff in my kitchen. Could you consider relaxing this requirement for the purpose of this game?
Does this include leadership? I might want to be a marshal or dread pirate with dozens of mooks. Not to carry them around into every battle, but if you can't think of a good use for a steady supply of mooks, you're playing the wrong game.

Leadership, ya, but you start at lvl 4, so clearly you can't start with it.
