If it targets the shield by targeting the individual in any capacity: Yes. If it targets the shield as an attended object: Yes. (Technically. It really shouldn't.) If it targets the shield as an object. No. (I can't think of an affect that does this off the top of my head that still involves an attack roll.) If it simply targets the area the shield is in, and affects attended objects: No.

Does the force enhancement bonus on bows make your arrows ignore wind effects? The magic item compendium says the ammo of a projectile weapon is treated as a force attack and I've heard from a few sources that you ignore wind but I just wanted to make sure.

MIC Force Enhancement turns the entire attack into force damage and the entire projectile into a force bolt.
As such, it becomes a force attack, which lets it ignore wind effects and instead makes it subject to other defenses.
It's certainly worth the +2.

Also, does the force enchantment mean I can't do non lethal damage with blunt arrows fired from the force bow?

I would say you can take the standard -4 to hit in order to do nonlethal. Otherwise, see if its one of those abilities that can be turned on or off like flaming can.
