I have over the last few weeks played ME3 twice over, and am on round three now. I also know a lot about games, and have even written two homebrew'd systems and am in the middle of making a professional grade RPG from 'scratch'.
With that said, I think short of from scratch M&M is the best system to make ME in, and as such I'd like to make this. (if nothing else I want to get the ME monkey off my back)
I may even run a one shot of it, or a mini campaign at some point. Mostly though I will post my thoughts and work here and ask for reviews.
Basic Plot: You are a group of people gathered together to work for a Specter, some of you army, some mercs others civilians and none of you real Specters yourself. You get missions from the Specter and travel the stars, you sort of have authority but only when your boss is willing to use it, other times you are a black ops team. This means you can be of any counsel race and maybe a few others, or even a VI, or True AI pretending to be a VI.
Basic Mechanics: Every race would have a starting value of powers, skills and stats, they would all be worth the same amount. After that you'd get some points to spend on skills, attack/defense/saves/stats as well as a pre made list of equipment.
Basics for Races: PL 1 likely for the racial 'LA'

This shouldn't be too tough, considering the internals of the game are actually based off the d20 system, like every other Bioware RPG. (More blatant the further back you go.)

I would be interested as well if you end up running a game. I'm surprised there hasn't been a Mass Effect tabletop RPG published yet. Regarding the setting, would you set the campaign before the events of the games? Just something to think about considering the numerous decisions you can make in the games that change the canon.

it does also determine whether we use thermal clips or heat sinks for our guns

Ya, before ME1, with batarions maybe as the 'many bad guy' but more of a crime fighting, spec ops sort of thing... maybe lead in to the geth/collectors/reapers

The way this works is you can not buy Saves, Attack, Skills, Ability Scores or Feats normally. Instead you can buy ranks in a 'class', the classes are more or less like Density in the way they work.
There will also be Powers to buy, but Equipment is track differently.
Classes 5pp per rank
Adept [Every Level: Attack Focus: Biotic, 6 Skill Points, +1 Will Every Other: Attack Specialization (Pistol or SMG), +1 to Fort and Will Every Third: +1 Defence, +1 Concentration, Feat
Solider Every Level: +1 Attack, 2 Skill Points, +1 Fort Every Other: +1 Defence, +4 Skill Points Every Third: Feat, +1 Will and Ref, +1 Notice

Character Creation Your Abilities start at 8, you may add +2 to two of them, +4 to two others, and +6 to one. You get 28 skill points to spend (max 8 in any one) You get 8 points to split between Attack and Defense (each costs 2, max 3) You get 3 feats. You get 5 points to divide between the three saves (each costs 1, max 3) You are then given 15 points to spend on Class and powers. Lastly you are given 55ep (11,000 credits), clothes and a basic omni-tool.

After bonus, as only totals matter in this game.
Looks at the elcor, but not enough thunbs to be a good PC race haha. Plus you'd have to do the voice.

Looks at the elcor, but not enough thunbs to be a good PC race haha. Plus you'd have to do the voice. Badassfuly: thumbs are unnecessary when using back mounted, AI controlled, heavy artillery. ^[|||]^
