Miss Matilda Carebetter with out comment or warning entered the Chamber of the Twelve today and sat herself upon the first seat, she just gave a kindle smile and released the 3rd seat to the High Archon Amitiel.
This left only the 12th seat for the House Royal Reagent, who was not in the city at them time, and has likely only now revised the news of his lessening of rank, by mail. Miss Carebetter wasted no time wielding the power of her new post for the good of all, but mostly for those in need. Sweeping reforms have been put in to place that change many of the cities, and the guilds laws related to the granting and delivery of aid.
Likewise use of the guild itself to help with housing, feeding and caring for those displaced by action the guild or it's members maybe partly responsible for. This has lead to much help being given to those in need in the devastated dwarf lands, those displaced by the Goros invasion and elves found homeless after the great fire, mostly though this aid has gone to the fledgling city of New Hope.
Founded in the ruins around the Pit, where the Neutral city stood before it well... .STOOD, the city of New Hope is home to all those who were left with no where else to go. Formed from rubble and tents it housed far to many and was over populated.... until now.
With the aid of guild mages, hired help and many others Miss Carebetter has created a small utopia within the ruins. It stands a city eight miles around with a massive wall of mismatched stone 30ft tall around it, warded by the Hell Knights of the Lucha, and many of those who were once the city watch. Within these great walls are well ordered rows of matching homes, with a few shops and workplaces clustered together in the south side.
Around the outside of the city, near the walls, are dozens of gardens, each fed by a magical fountain that pours forth clean, cool water with out end. These fruit and vegetable gardens are ringed with small flat stones that each night bestow the effects of plant growth on everything inside the circle they form... making each morning harvest time.
With the kindly old halfling paladin woman in charge, and John White (Leader of the hell knights) as her right hand man, the order has been passed that food and water are free for all who would follow the laws of the city, and any family may petition for a home within it's walls so long as they submit to a simple pledge of citizenship and honesty.
New Hope's laws are posted in stone, clearly in the city's centre. Carved in to a huge chuck of what was once a marble pillar these rules state that no one shall bring harm to another through wilful action nor through non-action. No person shall take beyond their needs from the city's stores with out giving back in equal amount. That none shall unfairly enforce their will upon another, nor shall they infringe upon each others basic needs and freedoms. Lastly it states that none shall be refused entry to this placed based on faith nor race, only turning away those who have broken the rules above or proven to be deemed unsafe by the elected elders of the city.
Around this stone are five seats, each given to an elected elder, together they act as governing body to the city as advised by the elected Mayor, Miss Mitilida Carebetter, and captain of the watch John White. Their punishments are simple, those who breach minor laws are given the chance to work off their debt to the city, while more severe crimes are met with banishment.
One could call this paradise a communist state, with free food and housing, but such would not be a fair statement. In many ways it is just very well kept and tended capitalist state, where one very nice lady happens to own enough food and land to hand out what ever the needy need.
With this massive work done in a matter of a week the true purpose of New Hope was made clear, and through mighty and strange alchemy Miss Carebetter was able to raise from the dead all those of pure heart(non evil) who died when the Golem rose. Nearly everyone of the thousands of dead stood as unharmed, living folks. Each was welcomed to the city, or free to leave as they saw fit.
While those few who were not returned to life either have become the undead at the hands of the mad dwarves of Fort Rubble to the north of the Pit, or have become dark spirits who wander the ruins to the east and west still.
