Maitilde Carebetter, Kimzhan and Tom Wulfe are now firmly in control of the Neutral city. Law flourishes: Tom Wulfe, having failed to introduce the concept at an alchemical fair, none-the-less introduces an alchemical tracking measure for convicts, allowing these people to be released on house arrest without the chance of them fleeing the city. Kimzhan works from the shadows, but the majority of his works benefit the city, and many make assumptions about his contributing to the good state of the city, despite a complete lack of evidence in the matter. Kimzhan's name is attributed to many anonymous donations to charities throughout the city. Carebetter institutes new houses for the homeless, and a mildly successful welfare bill is passed in her name: she establishes a mode of subsidized healthcare, as well as reinforcing the guard allowing for a very comprehensive night watch.
The king's death puts more power in the hands of the council, and many of their agendas advance much more rapidly due to this increase in power. The power void also means that those outside of the council are less impeded by bureaucratic bullshit. Alistair is the only one that dislikes the lack of bureaucracy, because despite the power vacuum, the king's death has yet to cause any major amounts of chaos.
Many witnesses report the strange sight of a ghostly white raven flitting through the city. It is reported to have taken the eyes from several council members while they spoke at rallies, or gave presentations, only to vanish leaving the council member's sight completely intact. It has also been witnessed perched above the door to the portal room, quirking its head sideways when noticed and then vanishing from sight.
